Make levees, not war

The Shreveport Times:

We are rebuilding what was a criminal, genocidal dictatorship in Iraq, from electrical grids to sewers to bridges, free of charge, not only with American aid, but with the blood of 2,000 dead, and 10,000 wounded American soldiers.

The Bush administration is into the risky business of "nation-building" in Iraq as an almost holy mission. But Washington has doubts about underwriting the rebuilding of south Louisiana and New Orleans? Please.
