Irrationality

A Bush administration official, on the suspicion that North Koreans might be ramping up nuclear weapons development to get the Bush administration to the bargaining table:

"The North Koreans have learned how to use irrationality as a bargaining tool," a senior American official said Thursday evening. "We can't tell what they are doing."

Sooo...irrationality is different from the Bush administration approach?
